
New certification requirements to receive equipment
In order to receive phones for free, new customers must provide certification from a third-party professional who can evaluate their hearing. The certification states that the prospective user has hearing loss and requires Captioned Telephone Service to communicate effectively by phone.
This went into effect on March 7, 2013.
These new FCC regulations were put in place to ensure both the success of this Federal program, and that captioned telephones are only provided to people who require captions to communicate using the telephone.
There are systems available with NO regulations and no certification required. There is a cost for these systems, as opposed to the system above, that has no cost, but there are requirements and certification involved.
